How we got there
- Migrated to an SAA-approved platform and built the full sending infrastructure — IP warming, authentication, and deliverability monitoring — before sending a single constituent-facing email.
- Brokered the acquisition of 300,000 constituent contacts through trusted data partners, each record run through comprehensive hygiene — email validation, address standardization, demographic enhancement.
- Built 15+ audience segments based on policy interests, geography, demographics, and engagement behavior — so every email went to the people most likely to care about that topic.
- Deployed New Contact Engagement sequences — three-email warming series for each new contact batch — to collect segmentation data and graduate engaged contacts into the regular program.
- Scaled NCE batches from 1,000 to 25,000 while maintaining consistent engagement rates — validating the program architecture at every level before moving to the next.
- Built emergency recovery infrastructure so that when the inevitable Senate schedule disruptions hit, the program could pause and restart without losing months of sender reputation work.
